PCG calls on Chancellor to abolish IR35 following OTS report

The UK's leading freelancer organisation has called on the Government to suspend IR35 with a view to permanent abolition, following the publication of the Office of Tax Simplification's interim report into small business taxation.
The interim report provides three options for the reform of IR35; to retain the current rules with greater HMRC administration, to implement further tests to help clarify the current rules, and abolition of IR35.
The PCG has urged HM Treasury to suspend IR35 as soon as possible, whilst working towards a permanent abolition. In the meantime, the Government would be working on the long term merger of income tax and NICs.
Chairman of PCG, Chris Bryce, said that a decision to abolish IR35 would be a big step towards "honesty, transparency and fairness for the freelance community."
"We have been telling the Government and all interested parties that IR35 was not fit for purpose. We now call on the Chancellor to opt to suspend IR35 with the view of permanent abolition.
"This would remove a shadow that has hung over the UK freelance community for over a decade and be a massive vote of confidence in this skilled and flexible community.
"PCG has worked tirelessly on the 'business tests' as another potential way forward. However keeping IR35 unchanged but with improved HMRC administration is not a valid solution to IR35 and PCG could not accept this."
